Of flattened form, the intertwining serpent-form handle suspending a swiveling frame of a ouroboros enclosing a seal depicting a crown over a belt containing an crowned eagle with a staff and globe with the motto "Auspicium Melioris Aevi [A Token of a Better Age]"
